What the July 2026 EU ultimatum means for Caribbean citizenship by investment programmes

The European Commission has reportedly asked Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis and Saint Lucia to phase out their citizenship by investment programmes by 1 June 2028, warning that Schengen visa-free access could otherwise be suspended. None of the five programmes has closed, applications remain open and the correspondence does not invalidate citizenship or passports already granted. However, Schengen mobility is a major programme benefit, so the development should influence how to choose a Caribbean citizenship in 2026.

What Brussels has asked for

The five heads of government met in Roseau, Dominica, on 10 July 2026 and agreed to respond collectively and seek high-level discussions with the EU. The reported deadline is therefore a negotiating position, not an agreed closure date. It should be considered alongside the way visa-free access has already been shifting.

Regulation (EU) 2025/2441 entered into force on 30 December 2025 and widened the EU Visa Suspension Mechanism. Operating an investor citizenship scheme without a genuine link to the country can now support a visa-suspension process. Suspension is not automatic: the Commission must assess the circumstances and follow the required procedure.

Recent regional reforms concerning background checks on applicants and genuine connection requirements may remain relevant, but they do not remove the new legal risk. The Council’s own summary of the reform explains the expanded grounds.

What the UK precedent shows

The UK imposed visit-visa requirements on Dominica from 19 July 2023 and on Saint Lucia from 5 March 2026. Those decisions did not cancel either country’s citizenship, but they removed a travel benefit quickly. Antigua and Barbuda, Grenada and Saint Kitts and Nevis currently retain UK visa-free visitor access, although eligible travellers generally require an electronic travel authorisation.

That is why an application should not be based on one visa waiver alone. Grenada citizenship by investment may also support eligibility to apply for a US treaty investor visa because Grenada is an E-2 treaty country, although the E-2 treaty option has separate investment, business and admissibility requirements.

What to do if Europe is the real objective

A Caribbean passport provides citizenship of the issuing country and access to whatever visa waivers remain in force. It does not provide a right to live or work in the EU.

The Greece Golden Visa provides Greek residence through qualifying investment. Standard property thresholds are generally €400,000 or €800,000, while a €250,000 route remains for specified property-conversion and listed-building cases.

Hungary residency by investment includes a €250,000 approved investment-fund route and can provide a permit valid for up to ten years. Neither programme should be treated as automatic EU citizenship or unrestricted settlement across Europe.

Will an existing Caribbean passport be cancelled?

Would Schengen access end automatically in 2028?
