Saint Lucia’s Latest Citizenship by Investment Figures: What Rising Demand Means for Applicants

Saint Lucia’s latest Citizenship by Investment Programme figures show fewer new applications but substantially more decisions. In the year to 31 March 2025, the Citizenship by Investment Unit received 2,957 applications, compared with 5,642 in 2023/24. It processed 2,633 applications, approving 2,278 and refusing 355.
That gives a refusal rate of approximately 13.5% of decisions, compared with 6.2% the previous year. The latest rate is the highest reported since the programme began. Programme revenue also rose to EC$402.2 million, around 67% higher than the previous year.

Why the refusal rate matters
The annual report does not provide individual refusal reasons, so it would be wrong to attribute every rejection to one specific issue. However, it refers to stronger compliance and due-diligence measures, while the wider Eastern Caribbean reforms are moving towards common standards, enhanced security checks and greater regulatory oversight.

The UK travel position has changed
Saint Lucian nationals now require a visa to visit the UK. The requirement took effect at 15:00 GMT on 5 March 2026, with a temporary transition period for certain travellers that ended on 16 April 2026. Saint Lucian nationals also generally require a Direct Airside Transit Visa when transiting airside through the UK unless an exemption applies.
The Home Office linked the change to immigration-control concerns, including cases involving people using Saint Lucian passports before making asylum claims or working illegally in the UK.
This makes it important to consider changing visa-free access for Caribbean passports when assessing the programme’s mobility benefits.
Current investment threshold
The National Economic Fund contribution remains US$240,000 for a main applicant and up to three qualifying dependants. The same amount therefore applies to a single applicant under this route.
